INATASAN ni Pangulong Benigno Aquino III ang lahat ng Government Financial Institutions (GFIs) na magbigay ng 6-month moratorium sa pagbabayad ng utang sa isang indibidwal direkta man o hindi naapektuhan ng bagyong Yolanda.
Ito ang nakasaad sa ipinalabas ni Pangulong Aquino na Memorandum Circular No. 59 na may lagda ni Executive Secretary Paquito Ochoa Jr.
Ang MO ay nagsasaad din na palawigin ang interest-free loans ng isang tao na biktima man o hindi ng naturang bagyo.
Matatandaang sinalanta ng bagyong Yolanda ang mga lugar na katulad ng Samar, Leyte, Negros, Cebu, Bohol, Capiz, Aklan, Antique, Iloilo at Palawan.
Bukod sa mga nasalantang ari-arian ay libo-libong katao ang namatay.
Iyon ang dahilan kung bakit nagdeklara ang Pangulong Aquino ng State of National Calamity sa bisa na rin ng Proclamation No. 682.
Kaya nga nagkaroon ng matinding pangangailangan na magbigay ng financial relief sa mga indibidwal at pamilya na biktima ng bagyong Yolanda.
“The power of the President of the Philippines to issue directives to government-owned-or controlled corporations (GOCCs), which includes government financial institutions (GFIs) under Republic Act (RA) No. 10149, stems from the President’s power of control over all executive departments, bureaus, and offices under Section 17, Article VII of the 1987 Constitution, and Section 1, Chapter 1, Title 1, Book III of the Administration Code of 1987; and pursuant to section 17 (d) of RA No. 10121, or the “Philippine Disaster Risk Reduction and Management Act of 2010,’ the declaration of state of calamity makes mandatory the granting of no-interest loans by government financing or lending institutions to the most affected section of the population through their cooperatives or people’s organizations.”
