Ang Senate committee on public information and mass media sa pamumuno ni Sen. Grace Poe ang magsasagawa ng pagdinig.
Kabilang sa dadalo ay sina Secretary Herminio “Sonny” Coloma ng Office of the Presidential Communications and Operations Office, Undersecretary Manuel “Manolo” Quezon III ng Presidential Communications Development and Strategic Planning Office, Deputy Director General Vicente Agdamag ng National Security Council, Acting Chief for Legal Affairs Atty. Brando Noronia ng Civil Service Commission, at State Counsels Atty. Charlene Mae Tapic-Castro maging si Atty. Ulysses Aguilar ng Department of Justice.
Mula naman sa media group ay dadalo sina Kapisanan ng mga Brodkaster ng Pilipinas President Herman Z. Basbaño, National Press Club President Benny Antiporda, Philippine Center for Investigative Journalism Multimedia Director Eduardo Lingao, Rappler CEO Maria Ressa, at Center for Media Freedom and Responsibility Trustee Vergel Santos.
Layunin ng panukala na magkaroon ng access ang taumbayan sa lahat ng mga impormasyon na nais makuha sa tanggapan ng pamahalaan.
